From what I read it covers more extreme end of car modding not the spoiler and wing brigade

Not yet it doesn't...

If this goes through then I can see them implementing more draconian regulations and testing like France and Switzerland....

This is another case of them trying for direct money for nothing instead of indirect money for nothing.

Direct = "Tax" you for having mods on your car.
Indirect = Accept that the companies who fit/make mods pay taxes! Accept the punter is already paying 17.5% tax.

So we pay 3 times over instead of the usual 2. And people wonder why the cost of goods in the UK is so high!
